How do I soften a photo ... ?

There are several effects that you can use to soften a photo:

Median Blur is probably the easiest. (Other Blur effects give varying results.)
Bloom gives you more fine control.
Another approach is to use a very minimal Glass Distortion.

Let me know if any of these are close to what you want achieve.
